Description
The world is changing. Rapidly. Through ruptures, armed conflicts, international and mainly internal in character, claims of peoples, ethnicities, minorities, the emergence of unconventional movements and organizations, threats to the security of people and states, the pressing intervention of NGOs and civil society. New problems and frictions arise around the environment, climate change, population movements, development issues in relation to poverty and public debts of states, new policies promoted by regional and universal organizations... The international community increasingly confirms its institutional and/or negative role, highlighting itself as an independent entity with rights and obligations in international law, but also weaknesses. The boundaries of international law are being negotiated - converging/diverging - with the weaknesses of political choices and the shortcomings of individual policies. Security as a concept and policy is intertwined with development. And this, with peace and the rights of individuals and peoples. In the current period of international developments, we experience the genuine transition from the intergovernmental international community, dominated by the Westphalian sovereign state, to the post-war international community of many international actors, entities with rights and obligations centered around individuals or collectivities of persons, minorities, ethnicities, peoples, indigenous peoples, etc. This human-centered approach to international law is experienced, gradually shaped, and promoted by International Law. International Law is not simply defined as "a set of rules governing international society." It is and should be understood more as a process. A continuous evolution that combines "spiritual" tradition with a form of problem-solving during which International Law itself changes, while organs of the international community, reacting to various issues, interpret and apply it.

Excellent effort.
