More and more states are attempting to mobilize extraterritorial "kin" populations, whether minorities or expatriates, in order to strengthen their position on the international stage. The perception of states that they can benefit from the material or symbolic resources that these populations embody or gather is the motivation for the development of "diaspora" policies.

This volume examines the strategies of the Greek state in dealing with "kin" extraterritorial populations and their fluctuations over its two centuries of existence: Which populations does it choose to include in the nation and which to exclude? Based on what ideology and criteria does it act? What goals does it set and what does it achieve? From the Greek capitalists of the Ottoman Empire in the 19th century to the "diaspora" from the former USSR, and from the issue of the vote of the "outside Hellenism" communities in 1863 to the creation of ERA5, policies unfold that are largely not discussed in the public sphere, but are ultimately particularly significant both ideologically and in terms of their consequences.
