Having elevated health to a new religion and security to the ultimate authority, most Western governments have implemented coordinated health measures to contain the coronavirus, which are unprecedented in human history. Interpreting March 11, 2020 as an evolution of September 11, 2001 in a relay race of wars against invisible enemies, the author attempts to shed light on the common managerial philosophy that governs two seemingly different scourges: terrorism and pandemic.

Just as counter-terrorism legislation aims at timely prevention of terrorist attacks and zero tolerance towards terrorists, so does anti-pandemic seek to eliminate cases through the use of draconian measures, which not only restrict but abolish the fundamental rights of citizens, who are now treated as pre-sick. The book examines the use of the term invisible enemy through texts that concern more fields (specifically: security, literature, and religion) and analyzes the main legal problems raised by the establishment of mandatory medical acts in terms of Constitutional and Criminal Law, with the focus of interest being on mass vaccination.
