A powerful occupying army alone is not sufficient to fulfill its mission in a foreign country. The auxiliary action of a propaganda mechanism is always absolutely necessary. Especially in the case of Hitler's Germany as a conquering and repressive force, propaganda was the strongest factor of imposition. A propaganda that was exemplary methodical, imaginative and resourceful, multifaceted and extending to all public sectors, which functioned as a complementary tool of the occupier, primarily aiming to limit, weaken, and erode the morale of the people and their spirit of resistance.
