The comparative administrative analysis of four administrative reform programs of European Union member states, with reference to the Lisbon strategy, is the subject of this study. In this way, issues related to the theory and practice of administrative reform in the European Union are approached, similarities and differences are identified and issues such as the European administrative field and administrative convergence are analyzed. Essentially, this study attempts to analyze the Lisbon strategy in administrative terms, shedding light on aspects of European integration, in which similarity coexists dialectically with diversity.
