We often refer to the concept of "polity" for one reason or another, without having a clear picture in our minds of "what is a polity" or what we mean by using this term. Thus, we speak or write about the democratic or oligarchic polity or the parliamentary system, without being able to distinguish them from each other based on a stable and clear criterion. The distinction and clarification of these concepts would not be so necessary if we did not need to separate the polity from the political system and to free democracy from the suffocating embrace of the state and even bring it into opposition with it.
The democratic polity exists and operates in our time through a specific governmental system, which can be presidential, parliamentary, or mixed. In our case, the parliamentary system prevailed. To understand its value, we must learn its history and understand its transformations: its necessary coexistence with the party system, with bipartisanship or multipartyism, its evolution into majority parliamentarism, but mainly, the inevitable personification of political power and its concentration in the person of the Prime Minister, who is legitimized by the people to decide on the great and important matters of the country.
