This study deals with the transition from public bureaucracy to public management. The components of this transition are the restructuring of administrative structures with the aim of strengthening administrative accountability and enhancing the executive function of public organizations through the formulation of strategic programs. At the same time, public management considers it necessary to incorporate the principles of total quality management into the daily operation of public organizations, which should orient their actions towards measurable results. These elements highlight an exemplary shift in administrative thinking expressed through the acronym of public management.
