I bought it for 60€ and it's not worth even 10€.... only when you touch it, you feel that it's warm, nothing more!!!!!! I can't understand why this device should exist!!!!!!

I have it for a few days, so I can't have an opinion on power consumption. I have placed it in a large room (around 30 square meters) and it doesn't heat satisfactorily, at least not quickly. In a smaller room, the performance will definitely be much better. It doesn't smell at all, not even on the first day, and it doesn't make any noise due to expansion and contraction, as I saw in other comments. Overall, it is very good for its price (47 euros).
